That got me. If the agreement is in force, why do they wait 5 years before disclosure? Guess it's not good for *us*, just *them*. Election in the fall, people!

This won't go well in Germany. They have rules, like we have here, that information (especially government information) must stay on hardware physically located in the government jurisdiction.

Ironically, I bet this was proposed by Microsoft or Google, who have fought to keep information in other locations away from US government hands.
