I don't see any photoshoping, the 1st picture is a obvious different picture because of the Camera angle, however the 2nd picture doesn't show the 3rd missle but it does have a launcher there with what appears to be a missle. In the 2nd picture, the missle has now launched yet. However in the 1st picture, the fourth launcher site is behind the 1st row launcher but behind it to the left of it. In the 2nd picture. Its to the right infront of the Camera. That is a little wierd.

They've been caught a number of times doing this crap, so much that there are a few joke sites just for them and their photoshop reputation.

Anyway, in all seriousness, they're just trying to look tougher than they would have originally. I'm not exactly sure why.
I must of missed the released Israeli photos of Metal Gears in their exercises too. Let me clarify. I know why they did the test, I don't know why they photoshopped.
