IMO, it's ridiculous you get a bill for missing equipment when you are transported elsewhere. Isn't it the job of his boss (sorry, I am not into military ranks...) to make sure his equipment is secured? The enemy might run off with it?

Bullshit. If so, you would write it off as "loss", like every company does.
Whats next, a bill for the evac? Or the transportation home for the deceased?
