I agree the idea that He's a "Low risk for re-offence" is at best
wishful thinking. The preemptive surgery Bart suggests would be the
most direct and efficient way to actually reducing that risk.

The mother failed to protect her daughter and should be removed from her
daughters life. Her number one function is to protect and nurture her daughter just the opposite of what she did. She needs be in jail herself.

But this is nothing new. Women have been looking the other way for centuries while men diddled the kids. Probably more common when women were financially dependent on men, but not uncommon now. Once common scenario is that women no longer want to have sex and so tacitly "offer" the child to the man as a substitute. Many sexual abuse survivors are more angry at their mothers for not believing them or protecting them than they are at their fathers - who after all told them he loved them.

It's not "bad habit" it's cause of criminal result, "Excuse me" she will say in the court. If she falt in love like that, she shoul give her child to "Canada's hands" it'll be more safety for the kid.
