Civilian oversight of police actions during the G20 summit in Toronto was significantly hampered by inadequate communication, a top-down approach by the federal government, and the inability of a key oversight agency to assert its role, according to a new report.

The report concludes that the Toronto Police Service did not get enough co-operation from Ottawa in planning for the G20 summit meeting of world leaders in June 2010, nor was it given enough time to sufficiently prepare.

Morden's report says the city's police force was third in line to key information about the summit, which flowed from the federal government to the RCMP and finally to Toronto.

But the government finalized the decision on the venue only four months before the summit. Partly due to these factors, the information relayed by Toronto police to the police services board was inadequate, according to the report.

"The board was left without a clear sense of the framework and plan for the policing of the summit," the report says.

Former board members Pam McConnell and Adam Vaughan welcomed Mr. Morden�s recommendations, with Ms. McConnell hailing the report as �a sea change� for policing in Ontario and across the country.

The perception of an absolute divide between operational policing matters and the board�s policy role had persisted as �a common cultural understanding,� even as board members tried unsuccessfully to push back against it, she said.

�We pushed many, many, many times and were pushed back, [told] that this was not our jurisdiction,� she said.

Kananaskis was the proof that it was a horrible idea to have the Globalization parade in downtown Toronto. That decision alone is grounds for an inquiry, the decision to keep the Toronto police out of the loop surely seals the deal.

You must have been deaf dumb and blind if you didn't see the outcry about Sgt Pepper. Guess you're slicing and dicing reality to suit your biases here. Chretien did make jokes about it, and was roundly condemned for it. You really think the lefties are sympathetic to Chretien? Only if you're way off in far right loonieville, where you can't tell the diff between the left and the Liberals.

The riot at the Hyatt (a liberal fundraiser) was the reaction of the left to what happened at the peaceful APEC protest the previous year. Those weren't Reformacons doing the protesting.

Dragging out the old "where was the left when..." has a point sometimes. This isn't one of them. Guess this has just become an autonomic reflex for you by now.

The voting public doesn't care and we don't need another report from a old-fart, former judge to tell us the same thing. Police fucked up. Learn from it. Move on.
