to generate sympathy.
It's 3 miles from the Turkish mainland to Kos. You could almost swim it.
It's the same lie in Libya. During Mare Nostrum, rescue boats came within 10 miles of the Libyan coast to pick migrants up.
10 miles is not a dangerous ocean voyage.
