The games are not particularly well publicized.
As far as the Ontario Liberals go ( and be perfectly clear that I am not one of them) I don't believe that these games are their "dream". Hamilton bid the darned things which is a apparently stupid thing for a depressed city to do and Toronto bought in to provide the sort of venues that Hamilton never could. The Province is the guarantor of the whole mess but it wasn't their idea.
The Liberals had one hell of alot more to do with it than just being a guarantor but they'd like everyone to forget that.

Without them leading the charge the Pan Am Games would never have gone to Toronto. It's the same as the winter Olympics out here. Without the Province doing all the grunt work and paying for them they wouldn't have gotten them either.
So it's a case of a great idea by the Provincial Gov't when it works but when it doesn't it's someone else's fault.
