To be fair, non-Huawei networks have backdoors for the NSA et al.

That is in the article. The problem is that the manufacturer (and NSA) is supposed to not be able to use those back doors without the consent of the network operator, but Huawei left them open for their own use without Network operator intervention.

So they have full back door access, 24/7/365.
