Yep. The stuff on the surface looks like litter. Nobody would even look twice at it. Up until CFB Chilliwack closed it was a yearly thing for a team to go up to the schools to brief them so they'd keep their eyes open. There was a static display for the mall etc as well. I don't know who would be doing it now.
