Indeed, it is. That's because it is an incomplete theory. We can observe it, we can study it, we can quantify it, we just can't identify it. Until we do the latter we cannot prove that it exists.
Edit: Until the 1700's when scientists started separating gases from air and proving that it was composed of observable matter the theory that 'air' existed and that it was composed of more than 'ether' was quite controversial.
