Well, considering this is the ultimate in asymetrical warfare(so far) there really are no borders. The US and Canada weren't at war with the country and gov't of Afghanistan, it was at war with bin laden, al-quaeda and the towelieban.
If these douchebag countries don't want drone strikes against al-quaeda targets within their borders, then they gotta quit making it a friendly place for them to "hang out" or operate.

Personally I am against the idea of arming a drone at all, if you plan to take a life then you should be risking yours too, not sitting a thousand miles away playing an extremely complicated video game.

Considering the Taliban was the Government of Afghanistan, it was a traditional country vs. country war; at least in late 2001.
