I agree Jughead.
I've said it before (and not long ago after another bullshit decision)... our system is consistently pathetic when it comes to these cases. Too many people get away with murder, literally, and serve so little time behind bars, if any, that when they get released the case they were "punished" for is still fresh in our memory.
Well, there is hope though for change... maybe

The Conservatives announced proposed amendments to the Criminal Code in November, including plans to make it more difficult for mentally ill offenders found not criminally responsible to be released from custody.
They plan to introduce a bill in the House of Commons next year that would make public safety the paramount factor for review boards who decide when an offender can be released.
So sometime in 2013 we may see a step forward in getting badly needed, and long overdue amendments done to the Code.
In the meantime... it's seemingly still open season for innocent people who's killers have "circumstances".
