When a government say's $26 billion, did they account for inflation (that $26 billion today will be $52 billion 30 years from now)? If so, this should be a non-story. If not, fucking idiots.

You'd think so, but no.

Inflation is the reason the Navy is getting two AORs instead of three (but at the original price three would have cost).

Actually, under the NSPS program, only two AOR's were contracted. The earlier JSS program which was shelved, called for three vessels that no company in the world could have build for the price we wanted to pay.
In fact the programs were two different types of vessels. The JSS was to be able to support a Battle Group ashore, but the Army wouldn't cough up the funds from their budget, so the navy went with strictly an AOR to meet their purposes.

Yes they will commence construction after the Fisheries vessels are built.
