I'm going to go out on a limb and say that if you've invited people to come see how your personnel are highly trained in the appropriate and measured use of force, you probably shouldn't accidentally shoot and kill one of the spectators.
You don't demonstrate the skill in the safe use of a weapon by pointing it, even unloaded, at a person.
Ever.
Because you treat every weapon as if it's loaded all the time...no exceptions.
This is an example of why.
And, of course, because magickal shiny badges are involved no one's going to face negligent homicide charges like a normal person would.
