I thought about what you asked so I googled it. I went with, "Non Chinese regimes that harvest organs and all the hits for some strange reason seemed to be about China and no one else.

So I'd say the answer would be. As a gov't sanctioned practice it appears that our furry little commie friends in the Far East are the only ones doing it on a Farm factory scale.

In our probably inadequate western lingo, I would see Xi’s China as having features more typical of a fascist or Putinist regime than a communist one: ethno-nationalist to a truly racist degree; an aggressively expansionist foreign policy; a cult of personality around the leader; and an economy dominated by regime-friendly oligarchs. You could argue about the middle two but any proper communist government would not like to admit to racism and would definitely reject the surreal capitalism of China today.
