It could but we are not party to the negotiations because Canada is not a serious country when it comes to military spending. So what do we really have to offer beyond JT virtue signaling? It will take DECADES for us it get production and support to levels that could handle 2% of GDP let alone retention of the numbers of troops required to man the equipment. We can't even maintain the levels we have NOW at 1.3%. Either we open the doors to actual immigration or 2% is a fantasy.
Either way the only thing we offer our allies is slogans.
