The problem is, and will be for the foreseeable future, you can spend all you want on fancy new kit but if you can get the people to run it then what? That's the problem, retention. They can barley keep the people they have let alone scale up. So, while we pour billions on new jets/icebreakers/drones we cut on maintenance on the kit we are deploying thus making their end of life that much quicker.
