Arc Industries has been around for decades. They provided a great service helping give special needs people a sense of accomplishment and for a some, a level of independence.
I learned about their demise a couple of months ago when I was looking at getting my step-son in there to give him some structure in his life as well as a place he can feel he's accomplishing something and meet other special needs people as he's often too shy to interact with, for lack of a better term, "regular people".
Fair enough. Doesn't change any of the facts regarding how this money was used. From the article it appears to be a business quite different from what you describe:

In her annual report last December, Auditor General Bonnie Lysyk flagged $1.45 billion in business assistance funding since 2004, with 80 per cent awarded in a secret process by invitation only to certain companies, raising questions about why they were chosen.
She found some companies got funding “despite evidence they would have proceeded without government help.”
It's called theft and crony capitalism, you can be absolutely sure of this, which is why they operate in secrecy. Quite telling that the feckless clowns at the OPP couldn't care less, as long as they continue to put their noses in the trough, all is ok.
My hope is that future generations organize and sue the government for the abuses for which they will be shouldering the burden. Hopefully at that point Canada will be an accountable democracy and some of the crooks can share a cell together. We are watching in real time the demise of this country and the set-up of lost generations going forward.
I suppose misery loves company. Judging by the recent job numbers, there are a great number of freshly unemployed Canadians I can commiserate with.
