This debacle started decades ago and has finally come to a head. Under Fantino the Conservatives cut 900 front line DVA workers and 9 regional offices which has helped to push the time for decisions back months. And now that we have an anti military gov't led by our culturally appropriating spendthrift it's only exacberated the problems.
So if you're a Veteran and expecting to get a decision on your claim then I'd suggest you pack a lunch because it isn't going to get better anytime soon. Hell to get the new NDI 75 card is taking veterams years, not months so this isn't just endemic to the DVA it's also on the current gov't who promised to take care or veterans.
