A "Claim" does not have to be made by a reputable source to be news, just a newsworthy one. If N. Korea claims they have a missile that will hit the West coast of North America they might not have it, but the claim is news, because it's a newsworthy source. If Obama claims unemployment is now 5.4%, well...of course that's a fairy tale, but the claim is news.
Get it? It's pretty basic I'm not sure I understand why you're having a problem.
