Not that I want to point fingers but who was the asshat in the Los Angeles Consulate that allowed this piece of crap into Canada without checking and where was the Canadian Government in getting rid of him after he had lied his way into the country.

So once again our immigration system has failed us and the successive governments have been indirectly complicit in this failure through poor enforcement and policies.

17 years is a long time to allow a criminal the run of the country because you don't want to hurt his feelings.

In March 1996, Lai reapplied in Hong Kong and then quickly withdrew his application. A couple of months later, he applied at the consulate in Los Angeles, where his application was approved without a background check or so much as a phone call to Hong Kong.


Well, that's easy.. someone got paid.

Well, that's easy.. someone got paid.


Exactly. But unfortunately it'll never be proven or even investigated and we've been stuck with Mr. Lai for 17 years because of it.

Pretty sad that it takes that long just to get to the hearing stage before we can get rid of someone who illegally entered the country and is a dangerous criminal.

Our immigration or should I say our government approved and funded sleezy lawyer financial support system sucks.

I think this guy had more than one immigration official in his pocket. The minister at the time, Villiancourt (sp?) I believe, promised to investigate but never did. I bet we have tons of people like this in the country. This guy isn't in with the CPC, was maybe a Liberal protege, so now they're going after him. Wouldn't surprise me if he CPC also has special friends who get special deals.

This problem was realized about 7-ish years ago. They used to allow people to apply in any CIC office in the world regardless of it you lived in that country. Immigration lawyers loved it since they would just send apps to embassies that were not busy rather than the ones in the applicants country of residence. FOr example when I worked, doing this very job that would have screened this guy, we had a lot of applicants from Pakistan applying through us. They had no issue flying over for interviews if it meant faster service. The problem was security screening them from another continent. Ripe for abuse and it finally ended. Now you have to apply to the nearest office to where you live end of story. So in this guys case it would have been Hong Kong again.
