Maybe they thought the police would have some way of getting into the car nondestructively.

Now that I think of it, though, the cost of an extra remote is probably well less than the cost of a new window. One could probably be hidden somewhere on the car for such an emergency...

Magnetic case somewhere on the underside of the car.

I won't say that's what I do, but it is a good idea. Since the advent of remotes, I have yet to lock myself out of a car.

The very last concern of the police in such a situation would be the well-being of the vehicle. Every cop on the planet would instantly bust out a window given the heat in that car on a hot day as has been the case today.

Part of why I like my Volvo is because you need to use the remote or a key to lock the driver's door. Meaning it's impossible to lock your keys inside it.
