I actually have a great deal of sympathy for the municipal government of Beijing.

They have enacted all sorts of policies, for increasing air quality, going back to 2006 but, none of the surrounding areas really give a shit.

Until that changes, or the wind starts blowing in a different direction, poor Beijing will be the recipient of all of that pollution.
