What is the lifetime of the equipment? To know if it's of value, you have to know how long these people will be employed. Is 50 years enough for that 1.2 Million? Will wages, taxes, profit on the power produced cover the cost?
Plus, it's 1000 direct and non-spinoff jobs, when we need jobs.
Solar panels never last more than 20 years, so you can cut your math by more than half.
Government paid for or sponsored jobs are just not jobs.
It simply more tax payer money being shoveled around.
Imagine, spending government money, to give to a worker, so to deduct some of
that government money, to give back to the government, to make it look like
someone has a job.
Nice levels of circular stupidity, with the taxpayer picking up the bill.
