No, it is an act of
prior restraint. It is also a defacto statement that all non-governmental activity is suspect until and unless open to government monitoring.
You can also draw the conclusion that any group that takes measures to protect itself from covert government monitoring (like an opposition political party should) will be immediately suspect and may well stand accused of terrorist activity in order to justify brute force acts of search and seizure.
I'm all for monitoring people when there's good cause to do so, but this article makes C-51 look like a low-calorie version of the US Patriot Act - and you folks DO NOT want that!
