Bid spokesman Sam Corea says the book outlines "expenses that are the actual Games operating budget and the sport venue budget for capital construction."

But Corea points out the Vancouver-Whistler highway upgrade is not part of that budget. "There is a mention of the Sea-to-Sky Highway as a non-organizing-committee cost," said Corea.

Organizers will be relying on buses and passenger ferries to get spectators between the two cities.

Ticket prices will range from $30 to $1,100 for the most expensive event, the opening and closing ceremonies at B.C. Place Stadium.

Security for the games is pegged at $135 million, and will be handled by a planning group that includes members of the RCMP, the Canadian Security Intelligence Service, Vancouver Police and the military.

The bid committee is hosting an open house at the Vancouver Public Library (Promenade, 350 W. Georgia St.) on Tuesday, Jan. 14, from 3 to 7 p.m.
