The fact that he hasn't stated why makes me think it was a falling out with Harper. Its hard to imagine him not finishing out the term otherwise, especially with what looks to be a highly contested election around the corner. Very curious.

So was this independent of the government? Looks like it, because Rudd isn't with the Australian government anymore. Wouldn't this offer a possible explanation as to what Baird might have planned though?

Foreign Affairs Minister John Baird will not seek re-election and will resign his position in the Harper cabinet this week.
In a statement late Monday night, Baird’s office said the minister will rise in the House of Commons Tuesday morning at 10 a.m. to make an announcement.
Baird, 45, is not leaving for any particular job, but has decided the time is right to seek private sector opportunities, a friend said Monday.
“He’s at the perfect age and in the perfect place to make a move,” said his friend, speaking on condition that he not be named.
“He took a look at the calendar and … if he left now, I think people just do their walk in the snow. I think what’s precipitated it is he’s been doing it for 20 years.”
This is a personal decision and has nothing to do with Baird’s assessment of the electoral prospects of the government, his friend said.
He doesn’t have a particular job lined up, but it is likely to look at private sector opportunities, perhaps in Toronto.
“He has spent his entire life as an elected official or a political staffer and at this point in his life, in his mid- to late-40s, now is the time for him to build another career,” his friend said.
“He’s had 10 portfolios, which is a lot by Canadian standards, so I think he just felt like personally for him it was time to go.”

I gather he was quite a personable individual, despite the media portrayal of him as a pit bull. He was, by all accounts, competent, hard working and a straight shooter. I never agreed with his politics though, particularly as Foreign Minister. Mind You he probably didn't get much in the way of leeway to speak. Everything seems to be orchestrated out of PMO these days.
As someone likely to vote Liberal, this is a promising development. It will be interesting to hear his reasons. If he has none, that in itself will be interesting.

I'm probably going to vote strategically to bring about a minority CPC govt. That would probably get rid of Harper and bring some fresh air into that party, and hopefully get one of the parties to stand out where I'd like to see them in majority. Right now the Cons are way too scary on civil rights, the NDP on the economy and Justin - I dunno, put down the bong or something. Act like you did when you beat Brazeau.
