OTTAWA -- Medical marijuana users are on the hook for more than $500,000 in unpaid bills for government-certified weed, raising questions about the effectiveness of Health Canada's troubled dope program.

    They don't want to grow their own for personal use, they want to sell it to the US for profit.
    This is simply the cutting edge of organized crime.

    Yeah, small batches. They aren't making a greenhouse out of their basement. Its for their own PERSONAL use, not for all their friends and crap. What's the issue?
