It's for her safety and the safety of the kids around her (should she accidentally scratch a classmate in the face with it playing a sport). The sweatband would reduce that risk, while appeasing the mother by not having her daughter remove it. Rules are made for a reason. I've seen, firsthand, why this one was made. I don't see why there's such a fuss being made, except for a healthy dose of narcissism.

Ask the equally narcissistic, over reactive, borderline, freak parent of the child who receives the scratch. Trust me - it's f***ing ridiculous and happens daily.
People will bitch and scream about
ANYTHING they possibly can. It's pathetic. Hence the (equally ridiculous, but necessary for sanity) rules being put in place.
Seriously - a wrist band could end it all. Why not just comply and be done with it. Oh right... because whining and arguing gets attention and gives them something to talk about.... my bad.
