Meh I think it should be made a controlled substance, or at least provide a drivers licence so your information can be taken down.

Thats what the Toronto 18 tried to do. Giving up your info wouldn't completely stop people, it would just make it more difficult to create an ANFO bomb. What would be ideal is if you were flagged when you bought things like this. Im not saying if you go out and buy large amounts of fertilizer you will have the RCMP at your door, but if you bought Fertilizer, large quanities of deisel, acids, and several other purchesses within a year you would get a visit. Again there are ways to get around it, but it would make things more difficult. The harder it is for him to get pure ingrediants the more likely he is blow himself up.

Ah so there is a system in place, it was the distributer that screwed the pooch by not getting the mans info down.

Yeah, sounds like the guy who bought it said it was for a major customer of the companies so it was not questioned. The guy who bought it was the one who came to police to say it was him. Police however didn't say why he needed it and was storing it at two urban residences, other than to say "It appears it was just a gardening incident."
