Here's the solution. If they want better food earn it, if not then fuck em, let them starve.
Give them enough food of a decent quality designed to sustain life but, if they want the tasty not good for you foods or extras like condiments make them earn them. It works wonders in Military Detention Barracks and should work just as well in a Civilian prison as well unless of course it violates their "right" to live better than some non criminal people on the outside.
