Shooter may ahve been Vietnamese. One news report said the police got a Vietnamese guy to help negotiate with the shooter.

Sounds like an active shooter. If so, the US cops should do what Quebec does--pursue at all costs. Forget the perimter and negotiations. Forget the wounded and dead. Neutralize the shooter.

The man is stated to have wielding at least two handguns, which require licensing in NY State. It will be interesting to see how that possession issue comes out.

I also recall seeing a link to the story where coworkers of the shooter characterize him as an angry loner who "hated America".

You don't need to be a citizen for that.
